For the 10th anniveray of the Tri-Party aggreemenet, the Department of Energy produces brochures, videos and employee rallies to celebrate what it's calling a decade of progress in cleaning up one of the most polluted places on the planet.
Critics say that after 10 years and $15 billion, little headway has been made on the biggest threats to the Columbia River and human health. State officials suspect a large percentage of money spent of clean up is wasted.
