By the 1960s, many countries were headed towards a nuclear future. Because of the growing number of nuclear weapons around the world, some countries felt it necessary to lay down a treaty of testing so that nuclear tests would be held in check around the world and so that the environment people live in would not be contaminated by nuclear fallout.
The Limited Test Ban Treaty was initially signed by three world powers, the USSR, the US, and the UK. The treaty maintained that nuclear tests could only occur underground and only so long as debris from the tests did not leave the testing area, either by natural causes, or by human error. Since 1963, over 100 countries have signed the treaty. Only one breach of the treaty has occurred. In 1992, China detonated a nuclear test above ground.
